ONLY - International Payments and Payment Infrastructure for Business
How payments to Uzbekistan and Kyrgyzstan differ, what EAEU membership provides, and what documents will be required by the bank.
Uzbekistan and Kyrgyzstan are neighboring jurisdictions for Russia, with which business traditionally has many payments: textiles, agricultural products, construction materials, re-export. But despite the geographical proximity, these two directions are organized differently from the perspective of foreign trade: Kyrgyzstan is a member of the EAEU, and Uzbekistan is not. Let’s find out what this changes in practice and how to build a payment without delays.
Kyrgyzstan is a member of the Eurasian Economic Union, so payments and trade with it are partially regulated by the unified rules of the EAEU customs space: simplified movement of goods, absence of customs duties within the union, unified technical regulations. This significantly simplifies the logistics part of the transaction.
Uzbekistan is not a member of the EAEU — it has the status of an observer. This means that payments and deliveries to Uzbekistan are organized according to the general rules of foreign economic activity: with customs clearance, a full package of documents, and the standard procedure of currency control, as with any other country outside the union.
The choice of currency for both countries largely depends on the recipient bank and whether it has direct correspondent relations with Russian banks. For Kyrgyzstan, there are traditionally more such banks precisely due to integration into the EAEU.
As in other directions, the working route depends on the specific recipient bank, the amount, and the nature of the operation — there is no single scheme suitable for all companies.
| Document | Why it is needed |
|---|---|
| Contract / Invoice | The main document, recording the transaction terms |
| Product specification | Mandatory for the supply of agricultural products, construction materials, textiles |
| Counterparty Data | Company details, recipient’s bank data |
| Payment Basis | Reference to the contract point, through which the payment is made |
| Economic Purpose of the Operation | Explanation of the business purpose of the purchase for the bank’s internal departments |
| Customs and logistics documents | For Uzbekistan — mandatory for any transaction outside the EAEU; for Kyrgyzstan — according to the simplified procedure |
The difference in the customs regime is reflected primarily in the composition of logistics documents, not in banking requirements — the package for currency control is collected according to a unified logic in both cases.
