Payment of Contracts in Uzbekistan and Kyrgyzstan: Payments through EAEU

How payments to Uzbekistan and Kyrgyzstan differ, what EAEU membership provides, and what documents will be required by the bank.

Uzbekistan Kyrgyzstan EAEU

Uzbekistan and Kyrgyzstan are neighboring jurisdictions for Russia, with which business traditionally has many payments: textiles, agricultural products, construction materials, re-export. But despite the geographical proximity, these two directions are organized differently from the perspective of foreign trade: Kyrgyzstan is a member of the EAEU, and Uzbekistan is not. Let’s find out what this changes in practice and how to build a payment without delays.

🗺️ EAEU changes the rules of the game — but not for everyone

Kyrgyzstan is a member of the Eurasian Economic Union, so payments and trade with it are partially regulated by the unified rules of the EAEU customs space: simplified movement of goods, absence of customs duties within the union, unified technical regulations. This significantly simplifies the logistics part of the transaction.

Uzbekistan is not a member of the EAEU — it has the status of an observer. This means that payments and deliveries to Uzbekistan are organized according to the general rules of foreign economic activity: with customs clearance, a full package of documents, and the standard procedure of currency control, as with any other country outside the union.

Important: The simplified customs regime of the EAEU with Kyrgyzstan does not cancel the bank’s requirements for documents and payment justification. Currency control and banking compliance work separately from customs rules — this needs to be taken into account when preparing the document package.

💱 In which currency to conduct payments

🇰🇬
Kyrgyzstan Payments are more often made in rubles or dollars. Thanks to the EAEU, the banking infrastructure for payments to Russia is better developed, and payments pass faster.
🇺🇿
Uzbekistan Roubles, dollars, and euros are used. Payments in sums are less common, usually for local operations within the country, not for cross-border payments.

The choice of currency for both countries largely depends on the recipient bank and whether it has direct correspondent relations with Russian banks. For Kyrgyzstan, there are traditionally more such banks precisely due to integration into the EAEU.

🏦 Which banking routes are working

  • Direct payments rouble–rouble or rouble–dollar — for Kyrgyzstan, this is often the fastest and most predictable option due to well-developed correspondent relations.
  • Payments through a bank intermediary — applied for Uzbekistan if the specific recipient bank has no direct relations with the Russian sender’s bank.
  • Agent model — used when working with several small suppliers simultaneously, when it is more convenient to conduct payments through a unified contractual structure.

As in other directions, the working route depends on the specific recipient bank, the amount, and the nature of the operation — there is no single scheme suitable for all companies.

📄 Documents that the bank will require

DocumentWhy it is needed
Contract / InvoiceThe main document, recording the transaction terms
Product specificationMandatory for the supply of agricultural products, construction materials, textiles
Counterparty DataCompany details, recipient’s bank data
Payment BasisReference to the contract point, through which the payment is made
Economic Purpose of the OperationExplanation of the business purpose of the purchase for the bank’s internal departments
Customs and logistics documentsFor Uzbekistan — mandatory for any transaction outside the EAEU; for Kyrgyzstan — according to the simplified procedure

The difference in the customs regime is reflected primarily in the composition of logistics documents, not in banking requirements — the package for currency control is collected according to a unified logic in both cases.

⚠️ Typical errors in payments to these countries

  1. Companies mistakenly believe that since Kyrgyzstan is in the EAEU — the banking control is also simplified; this is not the case, documents are needed in full;
  2. Time for customs clearance is not allocated for Uzbekistan outside the unified EAEU space, due to which delivery deadlines are missed;
  3. There is no clear payment basis when working with several small suppliers — the bank does not see a unified logic of operations;
  4. Payments in national currencies begin without prior verification of whether the sending bank supports this scheme.

Frequently asked questions

Is currency control simplified for payments to Uzbekistan and Kyrgyzstan?
With Kyrgyzstan, as an EAEU member, part of the procedures are indeed simpler due to the unified customs space. With Uzbekistan, which is not a member of the EAEU, payments are organized according to general foreign trade rules, including a full package of documents and currency control.
In which currency to pay suppliers in Uzbekistan and Kyrgyzstan?
Roubles, dollars, or euros are most often used — depending on the amount, recipient bank, and counterparty preferences. Payments in national currencies are used less frequently.
Is a separate contract required for payments within the EAEU?
Yes, the contract and confirming documents are required in any case. EAEU membership simplifies customs procedures but does not cancel bank requirements for the payment basis and economic purpose of the operation.
Why the bank may request additional documents for the payment to these countries?
Most often — due to insufficient description of goods or services, absence of clear payment basis, or if the operation looks atypical for the company’s profile.
